Not so easy, first off, the moin moin wiki farm we uses currently has a set of users per project wiki, not global, so banning a user from your wiki does not ban them from any other - this also means the wiki user/spammer has to sign up for each wiki. Banning a wiki user is at infra level, so that part yes we need to do, personally I do not think it will make a difference, as they will just become someone else. If all wikis remain open, this will continue on and their initial goal of getting links indexed by goo-gle et al will have succeeded. Banning usernames is a fruitless exercise. Projects can have and are welcome to have restricted wikis limited to a set of users and controlled by project admins - I'll happily set up any moin wiki this way if any ask.
