Description:
Add a flag to RunTCK to configure the factor to computes the desired
parallelism based on the number of available processors/cores multiplied by the
factor configuration parameter.
jdo.tck.parallel.config.dynamic.factor=<number> default 0.6
The flag is used to set the flag
junit.jupiter.execution.parallel.config.dynamic.factor.
