The attached patch is added to GDM, which ensures that GDM uses the correct 
ioctls for classic ACL and NSF4/ZFS ACL.  Previously it only supported
classic ACL.  Without this patch, GDM did not set the audio device
permissions properly when ZFS is used, like on an Indiana system.

GDM needs to ensure the "gdm" user has access to the audio device so
that orca text-to-speech functionality works if the user launches
orca from the login screen.

The patch also enhances GDM so that it only calls the ACL's if a11y
is enabled in GDM, since this isn't really needed otherwise.
