Yes and I think fc-list also helps to know the the priorities. e.g.

# fc-list :lang=en-us
Luxi Serif:style=Regular
Liberation Mono:style=Regular
Lucida Sans:style=Demibold Oblique
Bembo MT:style=Regular
DejaVu Serif,DejaVu Serif Condensed:style=Condensed,Book
...

# fc-list :lang=ja
HG\-PGothicB\-Sun:style=Regular
...

I think changing the font size is ok in GNOME spec but changing the font family 
causes many problems.
I think the font family should be handled in fontconfig.
