Yes, reviews are 'non-blocking'. If you are confident that your patch is good,
you can commit right away. If you commit and don't hear anything after 3 days,
then all is well. If you get feedback on your patch, you should decide whether
the patch needs any modifications.

In all cases, while component owners [1] have responsibility of maintaining the
patches, *you* are responsible for getting it upstream. Ideally, only those
people identified with a given component are the ones creating the patches -
obviously this doesn't apply so well for those people that are contributing in
their spare time.

[1] Any non-Sun dudes, apologies for lack of information on this. We have a
    mapping between high level components and maintainers for that component.
    I hope to be able to publish this in the next day or two so that everyone
    can see it, and know who to approach for any issues that may arise.
