I'd rather not have to learn a complex build tool for documentation :(

Surprising there's not a more mature but simple solution. However, it
seems like there's enough template-include type machinery in the CMS to
allow us to maintain some form of two level nav structure without
massive pain. That would probably be enough. Certainly a step up on what
we already have.

If there's an alternative of just running our own Wiki somewhere outside
the Apache constraints that would be fine by me but sounds like that's a
non-option.
