I don't (currently) have a strong opinion on the details
of a new Jena documentation structure.

But as to content I do; we should have as our /primary/
(not our /only/) focus the beginners, the occasional users,
the people who are using Jena (the family) as a tool, not
as an interesting development exercise.

My reasoning is that the beginners are the people who will give 
up and turn elsewhere if they can't find what they need to know, 
and find it quickly and effectively. More experienced developers will
know (how) to dig around, be willing to post messages to the
lists, to know that they have to /work/ to learn the details [1].
The beginners don't have those skills (yet).

Things we do to help beginners find their way round Jena's
documentation and code will help experienced developers
as well. The converse doesn't seem to me to be as usefully
true.
