Separate modules for all of Jena - current jena, ARQ, TDB etc etc
Hopefully, when move Apache-wards, we can redo the build to make it more
suitable for all things we want to do: OGSi, download of Jena+ARQ,
download of Fuseki, .... and not split across separate projects.
