We must ship NOTICE.txt files such as:

http://svn.apache.org/repos/asf/incubator/jena/Jena2/LARQ/trunk/NOTICE.txt

We lose the mapping between old/previous contribution and the files.
However, if people are keen, that information is available.

By the way, what does "Subsequent copyrights: Epimorphics Ltd." from Fuseki's
NOTICE.txt file mean?
