and the hard bit to put in is ${DESCRIPTION-AND-SCOPE}, which is a
single sentence that describes what the project does and doesn't do.
It should be broad enough to encompass future evolution of the
project, but narrow enough to, well, actually still mean something.

FYI: I hunted down a recent one:

and there are 2 uses of ${DESCRIPTION-AND-SCOPE}. The first in the
first block of text [*] is:
"the Bean Validation Specification and its implementation as Apache
BeanValidation"
and the second is:
"creating an implementation compliant with JSR-303
and a library of pre-developed validators and extensions
"
