Joseki3 moved to the scratch area

To be clear, I've moved Joseki to the scratch area.  There are no 
snapshot builds.

I'm more inclined to spend such time needed on a Fuseki release than 
push Joseki through the Apache process, regarding Joseki as a fall back 
in case something comes along that requires it.  Joseki3 does not 
support the SPARQL graph store protocol.

Fuseki is Joseki4.
