TSV isn't a first class result set form (CSV even less so).
What is the utility of having a CSV output formatter if we cannot
unserialize it?
It's a convenient format to consume the results of a query for non-RDF
applications. Like text format - which also isn't reversible if it uses
prefixed names.

It is possible to write a TSVInput - there's enough information to reverse
the serialization (unlike CSV).
