Hi Rob, snapshots are not releases and there is going to be a release of Fuseki in Apache. Users should use releases.
Developers can help us testing stuff and snapshots are one way to do make that easier. Developers should know where the snapshots are or the sources (and how to compile/package stuff). The jena-dev mailing list is there also to help developers wanting to contribute to Jena. The Jena website is aimed at users and Jena users are the main target audience.
