Utilize administrators_authorized_keys
Current version of Win32-OpenSSH (v7.9.0.0p1-Beta) uses
`%programdata%/ssh/administrators_authorized_keys` for users in `Administrator`
group rendering `$UserProfilePath\.ssh\authorized_keys` used in this script
ineffective.
I've updated script according to project's wiki:
