Record 2.351, 2.352, and 2.353 'burned' releases
Packaging and other changes caused the builds to fail in an
unrecoverable fashion after the respective tags were pushed to the
repository. The jenkins.war file and the installers were not
delivered to https://get.jenkins.io or https://pkg.jenkins.io.
