2.346.1 LTS changelog & upgrade guide (#5151)
* June LTS changelog & upgrade guide
add a missing entry to the weekly changelog
* Bounding dates not needed for recent upgrades
Guidance from Daniel Beck recommends that we use the bounding dates of
the previous version and the new version when that helps readers
understand an upgrade across many versions and multiple years.
* Self-signed certificates only when Jenkins processes HTTPS itself
The self-signed certificates warning is only needed when the SSL
processing is being performed inside the Jenkins java process. Most
users run a reverse proxy and allow the SSL processing to be handled
by Nginx or Apache HTTP Server.
* updating changelog per Daniels suggestions
* Undo deletions from existing changelogs
* combined UI updates and improvements into one post
* Add second set of backports
* Add issue ID to more changelog entries
* Update weekly changelog based on LTS research

Treat the name similar to Pipeline where we
intentionally capitalize the component.
