chore: replace heavy external DW banner with an optimized and local one
The external image displayed on jenkins.io homepage and [retrieved from the DW
event
website](https://static.rainfocus.com/cloudbees/devopsworld22/static/staticfile/staticfile/DW22-Hero-2600x1000-with-logo_1653326971514001aAEZ.png)
takes a noticeable amount of time to be downloaded, and is quite heavy.
I propose to swap this 2.1Mo PNG image for a local one weighting 735Ko
compressed without visible quality loss.
I would even suggest reducing the image resolution currently at 2600x1000px as
it's not displayed in full, WDYT?
