ADDED: new TaskScannerPluginTest case to scan for and extract tasks from
files with windows-1251 encoding
ADDED: new control to TaskScannerPublisher to access the defaultEncoding input
ADDED: new resource file in windows-1251 encoding with 2 tasks in cyrillic
letters.
