Check dependencies monthly, not weekly
No reason to check plugins weekly on a low volume plugin that is up
for adoption. Check monthly as is being done with the empty plugin
that is created by the archetype.

Require Jenkins 2.361.4 or newer
This means that Java 8 support is removed. Java 11 and Java 17 both
continue to be supported.
