Speeding up test by removing a gratuitous restart.
(The second restart also feels gratuitous, but apparently calling
setNumExecutors does not refresh the queue automatically.)
Also avoiding a race condition: cannot assume after the second restart that the
build has not yet been scheduled to an executor.
