we can not fetch specific commits
GitHUb.com does not support fetching a sepcific commit.
Whilst this is possible with Git - servers need to opt into it.
So now we fetch everything that may well be the thing that contains the
commit, this is all tags, branches and PRs
Additionally this fixes a bug where if the fisrt scm used was broken
regardless of the fallback URLs an exception would be thrown
