Remove unused external-monitor-job test dependency
JENKINS-36875 was fixed long ago.
Tested by running with `mvn hpi:run` and performing the steps described
in https://issues.jenkins.io/browse/JENKINS-36875

Reduce CI cost by removing redundant test configs
Test Java 17 on Linux with most recent LTS
Test Java 11 on Windows with minimum supported Jenkins version
Fix the comment in the Pipeline file. Java 8 is not supported.
