Activate Spotless via Maven property rather than file
The standard Spotless configuration is now activated in the plugin
parent POM 4.61 with a property. It is now possible to delete
`.mvn_exec_spotless` and create a more readable configuration with
<spotless.check.skip>false</spotless.check.skip> as a maven property.
