Clarify Windows support policy (#6411)
* We don't support Windows versions unsupported by Microsoft
If Microsoft has stopped supporting a version of Windows, the Jenkins
project cannot reasonably continue to support it. When Microsoft
support ends for an operating system, Jenkins support for that
operating system ends as well.
* Add Windows 11, it is my primary OS
