[FIXED JENKINS-24006] Changes to healthScaleFactor were not actually being
saved.
Ripping out the archaic manual form binding code and replacing with the modern
simplified scheme.

The update center has been improved so that the -beta infix is no longer
needed just to protect users of older Jenkins cores.
So there should be no problem releasing 1.2.
