Avoid bom version mismatches with jenkins.baseline (#403)
The Jenkins plugin archetype uses jenkins.baseline to prevent
inconsistencies between the minimum required Jenkins version and the
Jenkins plugin bill of materials version. Use the same technique in
this plugin.
