Move documentation from Wiki to GitHub
Simplify documentation maintenance. Copy the documentation into the GitHub
repository and update the pom files in the repository to use the GitHub
repository instead of the Wiki.
Add a new design directory to the dtkit module for the design
documentation from https://wiki.jenkins.io/display/JENKINS/DTKit+Design
Use the content of the dtkit plugin documentation (copied from the wiki)
as the README. Copied from https://plugins.jenkins.io/dtkit/
Create a CHANGELOG.md for the version history instead of retaining the
version history in the README.
These changes will not be visible until the next release of the plugins.
