Don't run sparse checkout tests on git versions before 1.7.10
The sparse checkout implementation in versions prior to 1.7.10 behave
differently than 1.7.10 and later (including all the way to git 2.3). Skip
the tests rather than fail on old git versions.

Add validation check to GitLab version form
Also fixes a bug introduced in the prior commit to this file. The prior
commit would force any version greater than DEFAULT_VERSION to be set to
the value of DEFAULT_VERSION. That would not change the plugin behavior,
but would perplex users.
