Revert "Explicitly require maven 3.0.1 or newer for build"
This reverts commit c15236abfaa1a69e4a11de982245d130964448b1.
The maven prerequisites tag is deprecated and does not work in
maven 3. See https://issues.apache.org/jira/browse/MNG-4840
