Move getCandidateRevisions test to a dedicated class
Replace unreliable test with a test which shows the failure when the
change is removed, and passes consistently on multiple platforms and
git revisions.
Return DefaultBuildChooserTest to earlier form

Revert "Explicitly require maven 3.0.1 or newer for build"
This reverts commit 16e856eb1635ac4cfe8dd154b911eacdad60fd36.
The maven prerequisites tag is deprecated and does not work in
maven 3. See https://issues.apache.org/jira/browse/MNG-4840
