Honor ClassicPluginStrategy.BREAK_CYCLES as well as
ClassicPluginStrategy.DETACHED_LIST.
Otherwise InjectedTest.testPluginActive fails for script-security.
Also better recovering from a NumberFormatException that did not seem important
in this case but might in general.
