Added "number of changes" parameter to the Recent Changes portlet. This
allows the filtering of how many changes the user wants to appear the portlet,
allowing them to control the amount of content they want to see.

"numChanges" feature in RecentChangesPortlet
- fixed formatting
- fixed default handling (e.g. if value is not yet in config.xml)
- using a default of 20 (but hey, now it can be configured! ;))
