INFRA-532 - Block users from creating multiple accounts with the same email.
This also will send an email to the admin list and provide the same message if
they were blacklisted or stopforumspam.com caught them. This way the spammers
are none the wiser.
Also add more detail into the admin email message about what caught the spammer
with a reason.
