Add timeouts to clean up/verification tasks
Adds timeouts to the periodic tasks. Saw a few instances where the Azure SDK
failed to finish operations, resulting in hangs in the periodic tasks. Because
periodic tasks are not rerun if existing ones are running, this means that we
don't end up cleaning or verifying VMs.
