Restructure how private keys and SSH config are laid down on trusted.ci
While the saz/ssh module is useful, it doesn't allow any appending to
~/.ssh/config which is what is necessary to make these different
responsibilities of census::agent and updatecenter to be applied to the same
actual instance.
puppetlabs/concat to the rescue!
