The issue here is that most of us do not directly have permissions in the github account to fork the repo.
We use a robot to do the forking for us. If the robot is broken, then the person with physical access to the machine on which the robot is running needs to fix it. In this case the person is Kohsuke... and the machine is in his house under a desk in his office.... however Kohsuke is in Japan for JUC Japan this week and his house is in California... while he may have longer limbs than some, I do not think they are sufficiently long for your use case.
