If you like to do it, go ahead!
I'd rather not offer a plugin with a questionable usefulness and the potential for severe performance problems. At least not, if no one asks for such a plugin.

not such a big deal to create a plugin, and I prefer to get a clear note on JIRA + changelog that explain this component was removed and were to get it when necessary. I volunteer to do it next week if you don't have much time

What about: remove it and *only if* somebody complains about the
missing functionality (which is IMHO very unlikely) create the
    dedicated plugin?

        changelog,
just in case someone need it?

            Hi all,

            for reasons best described in
        https://issues.jenkins-ci.org/browse/JENKINS-15440 (and
        accompanying
issues) I'd like to remove the
        SubversionMailAddressResolverImpl
            altogether.

            Reasoning in short:
            - for big Jenkins instances it can result in an extreme
        delay before
            sending build status mails
            - it's very unlikely that the feature is currently of
        actual use to
            anyone

            Any opinions on this one?

            cheers
            Kutzi
