It's a given that plugins should baseline on an LTS version if there is no 
reason not to but is there any canonical advice on when to advance and what 
to advance to?

It's easy enough to say that if-it-aint-broke-dont-fix-it but I have no 
idea idea what modern possibilities I am missing out on if my build is 
locked against an old baseline - my education is based on investigating 
the API around existing calls not some superior knowledge gained by years 
of following core development.
