Either way, I'm one of the maintainers of the Lucene Search plugin, and for two weeks we've been trying to update our Changelog. At first the problem was a seriously overloaded server that caused timeouts saving, but now the server seems snappy but uncooperative. I'm trying to add the following part to Lucene-Search <https://wiki.jenkins-ci.org/display/JENKINS/Lucene-Search> (it's getting more and more terse the more save attempts I make).
