When a pull request to the Jenkins support-core plugn was being evaluated, the job reported the "back-end server is at capacity" while trying to download an artifact.
I saw the same message from a build on my local machine. See https://jenkins.ci.cloudbees.com/job/plugins/job/support-core-plugin/296/console for the specific case I saw.
