It is however "SCM related" so perhaps it could be argued that it should have the scm label set as well, but I never saw it like that because I've seen the scm categori as "plugins that gets the code from somewhere in some revision to the workspace" And that is not what the trigger does. But when the triggering is based on events in an scm it does get a bit blurry.
