Done. I think it makes sense to detalize the proposal a bit. Ideally it should be converted to something like mini-design. Currently it's reviewable for Jenkins developers, but Google reviewers may misunderstand the meaning of extension points. Any extra details (esp. class diagrams and sketches) will be useful.
