https://github.com/jenkinsci/appspider-build-scanner-plugin/releases says it was released 12 days ago. Did you override the tag?
Its listed http://updates.jenkins-ci.org/download/plugins/jenkinsci-appspider-plugin/ so it shouldn't take long infact ftp-chi.osuosl.org/pub/jenkins/updates/current/update-center.actual.json has it already https://plugins.jenkins.io/ was last built at 22:00 gmt, and runs every 3 hours, so should show up in the next 30 min or so?
