1. How can i have this Gradle JTE Plugin

into the JenkinsCI GitHub Org <https://github.com/jenkinsci>?
2. How can I be added to the "org.jenkins-ci.tools" group within the Gradle 
Plugin Portal <https://plugins.gradle.org/> to publish this plugin?

I appreciate any pointers anyone might have!
