I'd like to add a new plugin, bitbucket-webhooks-plugin, to the Jenkins 
organization on Github (https://github.com/jenkins).
The purpose of this plugin is to provide a container for implementations of 
the webhook management integration (JENKINS-74913) developed by third-party 
plugins for Atlassian Bitbucket Server. These plugins typically have a paid 
license, but offer additional functionality beyond the native 
implementation.
It doesn't make sense to include them in bitbucket-branch-source-plugin; 
anyone with a valid license or a developer from one of the third-party 
companies could provide an initial implementation.
I would initially maintain this plugin myself and then release it to anyone 
who wants it (I don't have such a license, so it's difficult for me to test 
these integrations).
