I have solved temporaly it by adding the following argument to the JRE in the
file [jenkins.xml]:" -Duser.timezone=GMT"; such as:
<executable>%BASE%\jre\bin\java</executable>
<arguments>-Xrs -Xmx256m
-Dhudson.lifecycle=hudson.lifecycle.WindowsServiceLifecycle -Duser.timezone=GMT
-jar "%BASE%\jenkins.war" --httpPort=8080</arguments>
