This is a serious *blocker*. I tried to disable and delete plugins and once you 
get the Loading Overlay on the Configure page. You simply cannot get past it. 
Even removing the JENKINS_HOME and trying it from scratch gives the same issue. 
I cannot understand what's happening here and why this bug is manifesting every 
now and then in different releases? None of the workarounds suggested at any of 
the places seem to work consistently.
