I have had the exact same issue (similar conditions) for quite some time. I noticed that I can't access for example http://updates.jenkins-ci.org/download/plugins/artifactory/2.0.7/artifactory.hpi with my browser either.
However, this works:
https://updates.jenkins-ci.org/download/plugins/artifactory/2.0.7/artifactory.hpi
Is there a way to force Jenkins to use HTTPS for these downloads?
