Re the clarification: you're talking about if you have it all run together in the plugin config, right? But viewing the page in Confluence shows it with the + signs?
What happens if you view the page with the URL all run together, as: http://confluence/display/JENKINS/ReleaseNotesTestPage – does it redirect you? Did this page ever get renamed?

For #2, you have to blur the field in order to trigger the verification check. It will either display "OK: <page name>" under the field if it succeeded, or it'll show a red "Page not found" error, with a "(show details)" link that will list a SOAP error message of ".RemoteException: You're not allowed to view that page, or it does not exist."
