I've recently written https://wiki.jenkins-ci.org/display/JENKINS/Patch+Parameter+Plugin so that people can submit a patch as a build parameter.

In JUC Paris, Lars told me the point of why it makes sense to have some SCM-independent abstraction around this, but it escaped my brain and I'm back to "this should be implemented by each SCM separately" camp.

Regardless, I'm inclined to mark this ticket as FIXED, given all these developments.
